In the State of Missouri a person can engage in sports betting anywhere that law allows gambling, as long as such conduct does not take place in more than one state. This includes both professional and college sports. Yet, it is illegal to gamble on college games. The laws are similar for most other states, where betting on games between professional teams, including Major League Baseball, NBA, NFL and College Football, is legal throughout the United States.
There is currently no legislation currently in the state of Missouri that would legalize sports betting at any location other than a licensed sportsbook. Legal refers to states in which single-game betting is legal to consumers through online and retail sportsbooks. Legal does not necessarily mean operating within the guidelines of the law, but rather being permitted by the governing body of the state in which the event is held.
Two pieces of legislation have been introduced that would change the law on sports betting in the state of Missouri. One bill would legalize sports betting on all games not being played in the state of Missouri. The second would legalize sports betting on the state lottery. These two pieces of legislation would be considered constitutional by the constitution of the state of Missouri.
On July 18th, 2021, a bill was introduced to amend the definition of “commerce.” The new definition would require that the amount of money wagered on sports betting games was done so electronically or by the means of the internet. If either bill is passed, the casinos would be required to allow wagering on games not being played in the state. If either bill passes, it will be included on the November ballot.
On July 24th, another piece of legislation was introduced to amend the law on gambling. This legislation would allow municipalities to tax and regulate gambling. The new law would also define “gambling.” In addition, this would affect the definition of “poker.” If the legislature passes this legislation, it will be placed on the November ballot. The casino groups are pushing hard for this bill.
On September 3rd, another piece of legislation was introduced to legalize sports betting in Missouri. This new law would establish the Central Register of Regulations for licensed gaming establishments. This new law would also allow for regulated and monitored gambling on the state lottery. If the legislature passes this new law, it will be placed on the November ballot. The casino groups and their representatives are pushing hard for this bill.
On September 6th, another piece of legislation was introduced to introduce legalized sports betting in Missouri. This piece of legislation would place a constitutional amendment on the upcoming ballot. The amendment would legalize sports betting in the state by allowing each city and county to regulate it. Should the legislature pass this bill, it will be placed on the ballot. Should the voters pass this proposition, it will become a legalized betting option in Missouri.
If the polls are to be believed, there is a strong chance that the proposition will be passed by voters. Many speculate that the current crop of members of the legislature are all for legalized sports betting. If that is true, then it is a matter of time before the upcoming midterm elections in Missouri take place. In the meantime, the governor has promised to work with the legislature to find other means of raising revenues.
Unfortunately, there is one major hurdle in front of the governor. The U.S congress is controlled by Tea Party members. Republicans have full control of the House and Senate and will obviously use this matter to block any efforts by Democrats to legalize sports betting in Missouri. The only way for the senate to move forward with the matter, or for the governor to take advantage of the situation, is for him to secure the support of his party in the upcoming midterm elections.
There is a possibility that the Democrats could lose their majority in the U.S congress in the coming midterm elections. If that occurs, and there is no likelihood that this will occur, then the Democrats will have even less of a chance to push for the legalization of sports betting in Missouri. A lot of analysts believe that the only way that the governorship could be flipped in the coming elections is if there is a huge scandal involving the Trump Administration, or some major scandal involving one of the members of congress. Although there is a lot of talk about scandals regarding the Trump Administration, there is also a lot of talk about scandals concerning members of Congress, both Democratic and Republican, which may have an impact on the governorship.
If the rumors are true that the “Biden Affair” is a hoax, or that Senator Bob Menendez had an affair with a Russian prostitute, then the controversy surrounding the matter could very well affect the race for governor. The sports betting community, which is very politically active, will be closely watching this situation. If there is enough evidence that shows that the governor was aware of the game gambling at the casinos, then he could be in big trouble. As a result of this scandal, the chances of legalizing sports betting in Missouri are slim. In the coming years, it is very likely that the state of Missouri will not open its doors to online gaming.
